Unemployment Extension | H.R. 4213 | What really happened June 14

Washington, D.C. (Jun 15) – Yesterday’s promise of discussion regarding H.R. 4213 included several motions and added amendments, along with the motion to close further debate and vote on cloture, tomorrow, Wednesday, June 16, 2010.

Prior to discussion on H.R. 4213, the Senate addressed more pressing matters in their eyes, including whether to establish within the National Oceanic and Atmospheric Administration the means to support renewable energy (S. 2852). Their next order of business was a decision regarding the naming of a U.S. Postal Service in Louisiana as the “Roy Rondeno, Sr. Post Office Building”.

The Senate then went on to discuss and pass S. 1660, regarding the Formaldehyde Standards for Composite Wood Products Act. This Act would reduce emissions of formaldehyde in composite wood products. They reached consensus only after agreeing to the committee amendment regarding a substitute.

Then, it was off to a discussion and resolution agreement pertaining to National Men’s Health Week, followed by the all important decision that June 12, 2009, marked the one year anniversary of the presidential election in Iran. Condemning the ongoing human rights abuses within that country were also discussed.

Only then did the American Jobs and Closing Tax Loopholes Act make its short lived appearance. Facing strong opposition to the removal of tax breaks for American businesses to ship American jobs overseas by the Republicans, additional amendments were proposed in connection with H.R. 4213 including Senator Baucus’ motion to concur to the above mentioned amendment added by the House (No. 4301). Senator Franken then proposed Amendment No. 4311 to 4301 addressing the difficulties and problems with the Home Affordable Modification Program and establishing the Office of Homeowner Advocate to address said problems.

It did not end there. Senator Sanders’s Amendment No. 4318, to 4301, is an attempt to amend the Internal Revenue Code of 1986 to “eliminate big oil and gas company tax loopholes, and to use the resulting increase in revenues to reduce the deficit and to invest in energy efficiency and conservation.”

Senator Vitter next took up Amendment No. 4312, to 4301, to “ensure that any new revenues to the Oil Spill Liability Trust Fund will be used for the purposes of the fund and not used as a budget gimmick to offset deficit spending”.

Senate Majority Leader Harry Reid had his turn at the podium with Amendment No. 4344, also to 4301, to “amend the Internal Revenue Code of 1986 to extend the time for closing on a principal residence eligible for the first-time homebuyer credit”.

Senators Thune and McConnell added in their two cents on how stimulus money (earmarked to create jobs) versus recovered TARP monies (given to Wall Street) should be used for funding (said situation covered at worldnewsvine.com/2010/06/h-r-4213-unemployed-need-one-responsible-republican-to-support-extensions/).

After all was said, and not done, “A motion was entered to close further debate on the motion to concur in the House amendment to the Senate amendment on the bill, with Baucus Amendment No. 4301 (listed above), and, in accordance with the provisions of Rule XXII of the Standing Rules of the Senate, a vote on cloture will occur on Wednesday, June 16, 2010.”

And thus, the unemployed, once again receive a nationwide slap. Cloture gives the Senate a 72 hour window, notwithstanding the weekend, to “think about it” prior to voting. The outlook appears to be no decision until, with hope, the very end of this week or the beginning of next week regarding the fate of unemployed Americans, numbering in the millions, and their unemployment extensions, COBRA insurance, and more.

Following the above business, the Senate heard from the President regarding the proliferation of weapons-usable fissile material on the Korean Peninsula; received nominations to consider and kick around; heard from the House; presented more bills; considered Executive communications, additional cosponsors, and rounded out their day with statements on introduced bills and resolutions, including notices about upcoming hearings and meetings, etc.

The Senate convened at 2 p.m. and adjourned at 6:27 p.m. on June 14. Tough day at the office?

As for Tuesday, June 15, according to the Congressional Record of the 111th Congress located on the Thomas.gov website, today’s discussion on H.R. 4213 will continue after their “morning business”, consideration of nominations, and a “recess”. It is to be hoped that later today or tomorrow, more can be reported specifically pertaining to the unemployed and their current crisis situation.

    I’m speechless.
    And sickened.

    I don’t know what bothers me more…. The fact that we seem to have such a low priority (I mean LOOK at the “critical” crap they opted to deal with first…. before they swept us under the rug, that is)…. or does it bother me more that the convened at 2:00pm and adjourned at 6:27pm?

      I along with millions of Americans have been watching the live Senate. It is very clear that they get paid to take long lunches and work a few momemnts of each hour per day! It is also clear that they really don’t care about the people that voted them into office. This goverment makes me ill!

    Senator Vitter next took up Amendment No. 4312, to 4301, to “ensure that any new Pampers Cruisers products are compatible with excessive abrasion and use.”

    Ok, a cheap shot. I’m not happy with the R or D’s right now. Both parties are bloating this bill into oblivion. PASS THE DAMN BILL

    This S. 1660 FAILS to protect anyone! What matters is the formaldehyde concentration in room air. This depends on ventilation rate, temperature, volume of material, and rate of off-gassing. This bill ONLY controls the rate of off-gassing, while ignoring 3 equally important factors. Homes using California Air Resources Board (CARB) Phase 2 compliant material will still exceed California’s Office of Environmental Health Hazard Assessments (COEHHA) recommended concentration.

    CARB published a multi-year study Dec 15, 2009 that states:

    “Nearly all homes (98%) had formaldehyde concentrations that exceeded guidelines for cancer and chronic irritation…” The median concentration was 4 times COEHHA’s recommendation.

    Peer reviewed journal, Synergist’s, cover article February 2010 documents that ‘green’ homes have even higher concentrations of formaldehyde. Additional scientific information was presented at a conference in Denver in May 2010.

    High levels of formaldehyde were also reported deep in the data tables of the drywall study including the control houses built using USA drywall. Other countries, Canada and Australia, are also having high residential formaldehyde.

    The bill fails to address non-wood product such as fiberglass wall insulation. This is often the single largest source of formaldehyde in homes. Commonly, formaldehyde from wall insulation alone is several times COEHHA’s recommended maximum concentration. Formaldehyde goes right through the drywall like water and the Tyvek prevents any from escaping to the exterior.

    Another unregulated source is bamboo. Bamboo is a grass product opposed to wood. When a formaldehyde resin is used the area is so large this rapidly becomes an issue.

    The bill does level the field, but does NOTHING to protect occupants’ health. For health, regulating the final concentration of formaldehyde in the room air with doors and windows closed at 78 degrees, while recording the high and low outside temperatures is the critical item. This would allow consumers to compare different builders’ products. Builders would have a significant incentive to use material that didn’t use formaldehyde if they had to report the final concentration.

    In California, children under 5 started showing increase rate of cancer and asthma in 1980. That was just 18 months after new permits would require homes to use fiberglass insulation that used a formaldehyde resin. Don’t forget there would be just about an 18-month time lag to build, sell, close, occupy, exposure occupants, and finally seek medical treatment. Most believe formaldehyde cause both cancer and asthma. Unfortunately, this bill will keep the status quo going for several more years.

    Industry was supported this bill because it does nothing significant and will take the pressure off until consumers realize nothing has changed. A bill actually designed to protect the consumer by requiring the formaldehyde concentration not to exceed COEHHA’s or any other reasonable 24 x 7 x 365 exposure would never have the support of industry and therefore never pass despite the decades of data on the topic.

    What the heck is going on? The major media is completely ignoring this story. The bozos in the Senate move like snails and couldn’t care less whether the unemployed receive their extensions – because the media isn’t there. Hard day at the office… I promise I will remember how ineffectual they are. Where’s our “Mr. Smith” when we need him?

    Unfortunate as these times are the positive side of this is people that have never really paid attention to the legislative process before are now watching C Span. Because we have a very important agenda (Unemployment Extension) we watch with contempt as our government representative’s waste valuable time discussing trivial issues. While fellow American families go without money for food, mortgage, rent or travel expenses to search for any jobs that may be available.
    You would think each day these people would spend every working minute to pass legislation and get the ball rolling ASAP on unemployment. Then when they do get around to the unemployment issue and you hear them say NO over and over during the roll call or show a THUMBS DOWN sign with enthusiasm it makes you very angry and wonder do these people have a clue? Also understand that some want to do away with the additional 25 dollar federal addition to save money on your TAXED unemployment payment. The current bill being reviewed does not include the people over 99 weeks. In addition people covered by this bill may soon become 99ers as well. Not everyone is aware that the people over 2 years (99 weeks) are not covered in this bill. When this bill is passed we will still have to wait for ANOTHER bill to be passed for us. If you have 98 paid weeks and this bill is passed you will only receive 1 week of pay. Then you too will become a 99er without a check!

    I am laid off and a dislocated worker that is going to school full time to be a RN, I also have made the Dean’s List for mu GPA. I worked for 19 years until my lay off, I started working at the age of 14 I am a single parent and I receive no child support. I am a victim of this bad economy and trying as hard as i can to ensure that this doesn’t happen again! The Senate has to pass HR 4213 unemployment extension. Not doing so would leave tens of thousands or more families homeless! This is a fact, I know this because i am living this HARSH reality! The deficit I know is a major issue, but not more than the livelihood of fellow Americans! Most of us who were always employed and not abusing the system! Republicans hear this please!! We are able and willing to work, but there are no jobs to do so!! HELP US!!! I vote, shouldn’t I matter?! Shouldn’t my innocent nine year old daughter matter?! Does anyone care about us!?

    Not sure about the rest of the country, but I take care of my family 1st and foremost, and then if I have the resources left, and only then, do I help others out. We elect the politicians to supposedly act in our best interest, yet once elected, they do as they please ignoring the promises made to get elected.
    The feds bail out Wall St for deliberately defrauding the masses while giving themselves lavish unwarranted and outrageous bonuses, hand out foreign aid like it was candy, sell our jobs overseas, yet drag their heels and leave “we, the unemployed people” (through no fault of our own) hang out to dry. Now it’s looking more and more likely that my kids will never inherit the land they grew up on, that’s been in my family since 1962. So much for the American dream. Thanks Washington.

    I can’t believe our elected officials are doing this to is. It’s as if they don’t even care about us. For people that make well over 100k a year and work as little as they do they can do a lttle of their job and be our voice. They’ve taken their holiday breaks while thinking about this unemployment bill and now that they have been back they still ignore it. I don’t see how they can sit there all day and go home at night and live with themselves knowing they are doing this to the american people. They are supposed to be out voices except there discussing this petty crap. They need to step up do there job and take care of the American people. I have an idea let’s have them live off unemployment for 6 months or so and then all of a sudden let’s just not pay them for 2 weeks and not tell them when they’ll get payed next. Let’s see how they do. All I can say is that they really need to get their act together.

    I wonder why the European media is not jumping all over this to make fun of our government? After all they are making sure that there are no human rights violations…in Iraq! The human rights, workers rights, of American citizens are being stomped all over the place. They allowed the ‘private sector’ to destroy our economy and rob us of our jobs with absolutly no intention of making the American crooks “make it right”. Of course BP has to make it right, but why should corporate America do the right thing for AMERICANS?? This will not end well, I see huge problems coming for the elite members of this PLUTOCRACY….

    If the extersion is not approved how many will soon be homeless, how many more foreclosures will there be, how will this effect the crime rate and the cost of welfare and medicaid? There are serious consequences if this bill is not passed.

    Also, does anyone consider that all unemployment benefits are taxed 10%. Money that can be turned around to help fund future unemployment benefits?

    The unemployment rate where I live is 13.9% now and continues to rise. Employers receive an average of 3,000 resumes for every job posted. More and more small business close here everyday. Withholding unemployment benefits from so many would create a local dissaster.

    You forgot Gift Card reform…I’m sure that’s not the “actual” name…but that’s what was on CSPAN instead of 5213. I CAN’T WAIT to vote out every incumbent regardless of party affiliation. BOTH parties are playing this game and refusing benefits. Seriously…how can people even BUY gift cards w/no money? With no $$ we won’t be buying gas or ANY OTHER form of energy. And we SURELY won’t be buying a house either!

    This is turning out to be an acid trip which seems to have happened on purpose and gone way bad. I think they want us off the unemployment benefit rolls once and for all, just reading this article makes me sick. We need an all new, smaller, kinder, gentler government, from top to bottom. Even the customer service people on the state level are ignorant, must be a prerequisite for working for the government.

    From what I am reading, the main population is extremely concerned about the deficit not unemployment, well guess what we are 10% of the population. Probably another 20% have fallen off the unemployment rolls temporarily or for good over the last the last year and a half so that makes 30% of the population that are unemployed, add 10% to that number representing laid off but got jobs but are unsatisfied with their current positions and you now have 40% of the population that will be voting out all you idiot ****** ******’*. Now we have 60% left that might vote you back in, take away 15% who do not vote, take away 25% who really don’t like what is happening to the unemployed, but really hate the government current actions and the fact the government takes good care of itself. Now of the possible 60% you might have had voting for you Mr/s. Senator or Mr/s. House Rep, you have, let me see, 20% maybe. So tell me what are you thinking, you are not going to look good unless you pass this bill right now with no take backs. I can’t stand you, I really can’t. You make me ill.

    Has anyone noticed the wording in this Amendment ??? It states that it is for the “‘Ability to apply for benefits through Nov.”" I dont see where it adds any money. we are being jerked around AGAIN. Im tired of hearing, it will be addressed NEXT WEEK. Just like this week, it wont go before the House until FRIDAY, which then it will be told that they ran out of time, so then we wait another week.
    It is time to toss all these idjits out of office and spend OUR Tax Dollars on ppl who really work for us.
    Maybe Pelosi could pay out of her salary, the RENT of over 100k for her “”New”" Office, that the building is probably owned by one of her relatives. Why Are they wasting money on RENT, when it should be used on INVESTING into LAND and a Building.

    Well I went to St. Lucia 5 years ago and saw some of the poverty sticken folks of that island. I saw those that had aluminum walls combined with plywood and those must of been the better off people, thats how bad it was.

    It seems that we may have to resort to this kind of shelter soon!

    I want to be the first one to offer all of the politicians on a nice cruise in the golf and hope they all drown in the oil!!! End of Story!!!

    They are just trying to strangle people out of unemployment/accept a job paying nothing and get you off extenison.These old people and there old way of thinking is driving me nutts!Some still think you can purchace a home for 80 dollars a month and that ol’ coke for a nickle.what about credit?All these people lossing their jobs an the numbers the real numbers are unreal im talking even cash paid employees not even in the stats,will have to work a stable 40 hour a week fulltime job for at LEAST one YEAR.Yeah right there is your credit borrowing people/the ones that need money to payback the money they do not have!Quick question How do you pay a man 40 dollars to build a car then sell it to a man making 10 dollars a hour?

    i can not belive the american people are not the number 1 issue. i had money left on my tier to draw from and it got stopped somehow. i ask you do americans have to loose everything befor congress makes a move or what. if we dont get help fast most people i know without jobs are going to turn to crime for money. i mean what choice do people have if congress dont get there feet out of the sand.

    I can’t believe what I’m watching. Talk about unpatriotic law makers. We are losing everything here…and these law makers can care less. The want to make sure everything is paid for and I can understand that, this is an EMERGENCY!…where was this attitude when they spent us into this deficit? I’m sure there are people in their states, who have lost their jobs, and are depending on their unemployment, to feed their families and these people are more concern on bashing the President. I’m watching Sen. John Barrasso, talk about HEALTH-CARE, and trying to tie it into unemployment! Rep. Michelle Bauchman made a statement during the Presidential election, “The media should investigate members of congress for who’s anti-American” Well thanks to c-span, I now know who’s anti-American.

    The Republicans, at the very least, make no bones about it – they hate you and me as the working poor. They stand as an obstruction to every bill/proposal/amendment designed to make our lives better. Their obstruction shines a light on their true purpose, to benefit enterprise and the wealthy only. The Democrats seem to be able to talk a good line about helping us but only manage to pass bills that are watered down, sorry versions (i.e. healthcare) The whole system is broke. Another commentor noted about life in a shotgun shack and that we are nearing this phase. I agree. The upshot, though, is that at least it will be a free place to live and we can screw the government out of tax revenue.

    The American Jobs and closing Loopholes Act. What an akward name, but I know what its called now. Republicans only voted against it? I wonder what is attached to it to be voted against? Until products are manufactured here again,there will be no jobs! TAX ALL BIG BUSINESS SO MUCH TO FORCE THEM TO PRODUCE IT IN THE U.S.,OR JUST GO BANKRUPT! PASS THE UNEMPLOYMENT EXTENSIONS! You get paid every week to do nothing.This money is our lifeline.You make sure jobs are outsourced,and products are imported here. We are barely able to survive on this money, but it is better than nothing. I am already a week behind on my bills. I hope that every unemployed American votes your undecisive, worthless, slow behinds out of office ASAP. Made in the USA? About a thing of the past, thanks to our representation! No jobs until someone addresses China, outsourcing, and tax breaks for big companies, just to name a few!

    This sickens me. I am feeling so desparate and helpless in this matter that all I can do is cry in frustration. We are at the mercy of these lazy, drunk-on-power idiots. I was laid off 6 months ago and just found out I only have one more UI check coming next week and that’s it. I have no way of paying my rent next month. I will be homeless for the first time in my life. I only got 6 months of UI and that is NOT enough in this economy and job market. Meanwhile I know people who have received 2 years of benefits. These are people who have looked for work and still can’t find a job. They needed those extensions, but how is it they were given 2 years of benefits to search and I am given 6 months!? The job market hasn’t improved between their lay off and mine. What these politicians are doing is criminal. There needs to be a more efficient way of firing those politicians who are not performing their jobs just as the average citizen is required to perform theirs. If I walked into work at 2pm and left at 6:30 I’m sure there’d be a problem. These people need to be held accountable for their actions.

      I feel your particular pain. I, too, after only 6 months will no longer be receiving a UI check as of next week. Meanwhile, they want to talk about Men’s Health Week and other things that, frankly, should not reach the level of importance as taking care of the unemployed masses.

      I used to work for the media so I understand their game.

    CONGRESS: We may not be working individuals right now but we still have the power to vote you out! And we will one day rise again… we’ll be hard working citizens again… you remember us down here who mean nothing to you now, but we’ll mean everything to you come time to vote… POWER IN NUMBERS PEOPLE!     Has anyone else notice that when it is time for them to vote on the unemployment extension, it is a holiday and they get a week of vacation? We the unemployed that are scared to death because if the benefits stop, our lively hood, little as it may be stops! What do they care? They have a job. Maybe we should “lay them off” for a while and let them see how it feels to file each week for your well deserved benefits and hope and pray that they will pay them. Let them loose everything they have worked for for the past 30+ years, burn thru their savings, sell all they have, loose their health insurance(and by the way, who can afford COBRA when you are only getting a third of what you were earning?)
    I put in resumes everyday! Job fairs? What a joke!!! I keep a record and since I was laid off 9 months ago I have put in over 2800 resumes and counting. I had 2 interviews and was told for every opening they have hundreds of applicants. I was 4 of over 200 that made it to a final cut. And, you guessed it, one of the other guys got the job! Good for them, sad for me and the other 199+ people.

    What does a person drawing unemployment benefits do with the money? They pay bills, they buy food, they make mortgage payments, or pay rent, etc. What is the best way to stimulate a failing economy? You spend money! If a person such as me and millions of other, have no money to spend, the economy stalls it’s recovery. Looks to me like, if the butt draggers in Washington, wanted the economy to recover, they would pass the damn bill swiftly, and then grant the 99ers tier V so money could begin circulating in America once again….

    The republicans need people to be poor. So they can become more wealthy if it makes any sense. It keeps a balance for them. If we were all rich, We wouldn’t need anything. That is why they want to keep poor people poor. They don’t want to see poor people come up in the world because it becomes a threat to the rich. But guess what. IF they take away unemployment, Business will fall too. People who are poor can’t afford to buy much. So now we have a circle of rich buying from one another. The rich need the poor. In conclusion, If the government takes away unemployment. I can’t see anything positive in taking away peoples means of living.

    yes that is exactly what they think. As if when cut off the extensions/benefits, we are all going to shrug and run off to this magical hub of mcdonald’s and walmarts ready and waiting with an apron for each and every one of us! Yes people with degrees, years of work experience, pilars of the community, people with families are just lazy and taking a vacation. They just haven’t tried different things! I guess they never heard of the concept of being turned away from said jobs. Or that if they economy is so bad people are cut off their basic unemployment they are not going to buy even their most basics!
    This is ridiculous.

    Matt, I hear what you’re saying, but this isn’t just a Republican thing or a Democrat thing, it’s an American thing. No one political party alone did this to us, they all did, big money and power. And although I come from a long line of conservatives, my parents taught me to always vote for who you feel is the best choice, regardless of party. A politician is a politician, they just disagree with how to get things done. But in this case, neither side seems to give a $hit that they are dragging their heels while many of us hang on by a thread. Hang in there, all of you!!

    Well I a one of the individuals caught in the timing loop hole. I feel disgraced by the actions of these rich people who at best have to sacrifice a vacation or new car if that. Our founding fathers were great thinkers and great men and now we are left with dubious characters of low moral worth who sell out to corporate greed.

    If we are to survive as a democracy and a super power we have to get our act together. I love this country and for the principles it espouses. Hey, no country is perfect including ours but if this is how Congress chooses to spit on us then we collectively need to spit back. Stand strong folks.

    Lets sue the Government, a class action sue against the greety arrogants that are putting homes, food and kids wellbeing in jeapardy! Give a job then if you don’t want to help! I can put a nice suit, and vote against the little people too! It is outrageous the democracy we are living in. We give millions to the Middle East, We gave millions to other countries, but when the disaster and poverty hit home, the evil Republicans play the see not evil, hear no evil, talk no evil.
