NY, NY (Apr 18) – As frustrating a situation as being unemployed is, and a job market unavailable to millions of unemployed American’s, thousands are waking up this morning to more bad news, they simply do not qualify for any additional unemployment extensions for they have exhausted all available “Tiers”.
The Emergency Unemployment Compensation Program (EUC) is a system that has great merit but also doesn’t aid millions of newly unemployed American workers. The “Tier” system is based on the actual date on which your original claim was filed.
The fact of the matter is that millions still simply do not qualify for any additional aid at all. Those that have become unemployed after November ~23, 2009 simply do not qualify. This meaning the 455,000 American workers that lost their jobs to no fault of their own in December, will be soon exhausting all their available (26 weeks of regular benefits) beginning the first week of June. There simply is not an unemployment extension available to those that are new to the system.
Combine this with the facts that approximately 1.05 million unemployed Americans from July 13, 2009 will soon see all their Tier I benefits under the EUC program exhausted.
Under the EUC program unemployed Americans that that were laid-off after July 13, 2009 under the current program qualify for their original 26 weeks of unemployment, and 20 additional weeks of Tier I assistance. The sad news is that approximately 22,000 unemployed workers will begin losing all unemployment benefits if, action is stalled once again beyond the current temporary extension date.
This bringing up the issue of the Extended Benefit Program (EB), in short many states programs providing for those that have expired all EUC benefits, in NYS for example, the EB program applies to only those that became unemployed between May 1, 2008 and November 10, 2008*. There are however, a few states that have since this date approved programs to assist those unfortunate American workers that still are flooding the job market sending out hundreds of resumes per week, only to remain unemployed.
The current temporary unemployment extension, as welcomed a relief as it is for millions still falls well short of the December 2010 purposed extension date sent to the Senate by the House back in December 2009.
Over 137,000 jobless Americans that have just recently lost their jobs can have no one else to thank for this than the republican party. The GOP absolutely refuses to utilize recaptured TARP monies to bail-out America’s working class whereas, they consider bail-outs of the top 2% of America’s taxpayers, the “filthy” rich, more important than feeding the millions of American families that have fallen victim to the GOP’s total fiscal mismanagement, reckless spending, tax breaks to the rich, and pouring monies into the Iraq war along with, providing tax breaks that sent millions of manufacturing jobs overseas.
Combine this with the hundreds of thousands of American’s that are weekly exhausting all their EUC benefits, the effects of the republican party’s obstructionism will soon be taking a serious toll on millions of American’s throughout the nation.
Rumors are abundant regarding additional Tiers being added, and plans to extend existing programs to the end of December 2010, all which would be welcomed however, this “Tier” system must simply go.
Any programs moving forward should simply address the unemployed eliminating the status quo regarding “lay-off” dates and provide weeks in “sections” of 13 week extensions to allow all, a fair and equitable chance for unemployed Americans at providing for themselves and/or families during this economic crisis.
Although, we all now know by now only but four republicans are in support of providing emergency assistance to the long-term jobless, and any assistance to America’s unemployed will be fought tooth and nail leaving 16 million or more unemployed American’s on the verge of a catastrophic personal economic meltdown.

If nothing is done to help millions of hard working Americans who have lost their jobs due to no fault of their own is disgraceful. I say remember those who failed to help us come election day (Democrats or Republicans) Call, write, email, FAX your Congressmen and Senators demanding additional weeks of benefit, or another Tier. The more vocal we are, the more likely something will be done. We can’t be complacent and hope they will do something, because they won’t unless we keep the pressure on. We are not collateral damage to be forgotten because of this recession.

The only large group of Congressional members blocking any assistance to the jobless are the republican’s… a plan was already approved by the House in December 2009 and Bunning led the anti-American worker crusade forcing the bill back to the House for reconciliation for the GOP is dead set against using recaptured TARP funds from their “Bail out the rich” Bill to pay for this… that money is already been appropriated, and now the GOP won’t let they be used to us lowlife America middle and lower class citizens..

Very good article your writing on this issue is getting better and better, thank you for writing about this issue. You said “a plan was already approved by the House in December 2009 and Bunning led the anti-American worker crusade forcing the bill back to the House for reconciliation” Are you refuring to the bill passed in the senate march 10th that Pelosi is refusing to a allow a vote on? if so that bill has nothing in it for the long term unemployed, it is simply a deadline extension. If you are referring to a different bill one that includes added weeks of benefits please post the bill number so we can start pressuring our representatives to take action on it.
Now you mentioned tarp funds, but how is using tarp funds any different then using funds from the stimulus bill except for the fact that it is written into the tarp law that as the banks pay back their loans that the money must go towards the deficit and not be spent. The week before the Easter break democrats on FOUR occasions blocked an unemployment deadline extension because they were to be paid for from the stimulus bill. The republicans did not block a single unemployment bill that week (though probably because they didn’t get a chance, Reid wouldn’t bring it to a vote) You also can not ignore the fact that the most recently passed deadline extension was scheduled for a vote 2 weeks ago Saturday but every Democrat voted to go on vacation while every (all 49) republicans voted to work through Saturday so that the bill could be completed. At this point both parties are ignoring us, so far no one from either party has proposed a bill to add more weeks.
If the democrats believe that the republicans will take the blame for their inaction their inaction will continue, we need strong voices like yours to let them know that they are being watched, Thank you for looking out for us.
Please keep up the good work, and try not to get sucked into the games being played by both parties on this issue. We need you, thank you for trying to help us.

Stephon… the problem is from your perspective, you have not followed all the articles published regarding this issue.. I can see how it is you are taking the modest republican approach however as subtle that may be, the facts remain the same THERE IS NO FUNDING FOR THE BILL THAT WAS SENT BACK TO THE HOUSE FROM THE SENATE there is nothing to debate here….
A bill can’t just be thrown out on either Congressional floor without going through committee first, and unless you would like to personally fund the $84 billion for the bill sent back to the House then, there is nothing to comprise about… using TARP monies is in fact “offsets” since, the monies are being in very small percentages, being paid back to the Taxpayers from which the monies were originally charged to without regard to offsets…
Face it, the GOP just doesn’t like it when they are mandated to do anything for the working class, it’s just not worth their time or money… Regarding no “extra weeks” you once again are barking up the wrong tree for WORLDNEWSVINE broke that story from information received from the horses mouth…

I greatly appreciate you pointing out in most of your writing on this subject matter that the bills they are working on are simply deadline extensions and not true unemployment extensions, I wish more journalist would follow your lead.

The democrats are usually better on unemployment benefits then republicans but as of now they have done nothing to help us, as for funding additional benefits Coburn has proposed taking money given to government agencies that was not needed or used for over to years to be taken back he said that would provide 100 billion for unemployment benefits. I think it is stupid that republicans will not allow tarp money to be spent on unemployment benefits but the fact of the matter is that the democrats could force it through if they wanted to and there is nothing the republicans can do to stop it, but how is that any different then democrats refusing to allow stimulus money to be spent on unemployment?, Pelosi blocked a bill that did just that the Thursday they left for vacation. The republicans are to few in number to block anything, the democrats can pass anything they want, they control the House the senate and the white house, So far the democrats have proposed nothing to help us.
If a democrat has proposed a bill to add additional weeks please post the bill number.

You do a good job of keeping rumors off of this site, i wish more sites were as responsible with their reporting. I appreciate your high road approach and high IQ responses that are far to rare on the web these days.
4213 simply extends the deadline to sign up for the existing tiers to 12/31/10, 4851(I’m assuming 4518 was tangled fingers) was also just a deadline extension, neither provide new benefits for the first victims of the bush recession. There is nothing to argue about. I have no intention to bait anyone into an argument I was only pointing out a couple facts that were missed in your dialog. I was hoping you could give us some hope by pointing to a bill or amendment that adds additional weeks of benefits but so far no such legislation has been proposed by either party and we know it won’t come from the republicans. Everything I wrote was factual. I just pointed out recent events that were not included in some of the articles on this site. The republicans are not our friends, but right now no one is helping us(except you), we are being ignored by the democrats the republicans and the media. Both parties are playing games and those games are hurting lots of people, we are desperate.
Please keep doing what your doing.

Dear Editor, My filling date was September 27th 2009 but was not paid benefits till late October 2009. I had to be released from my doctor first. I have till 27th of April left on my state benefits.

Looks like 46 weeks total however, this is according the standard calculation method each state has a different weekending and beginning date looks like you should be good for Tier I anyway… check with your Labor Department on Monday

sir my UI 11/15/2009-11/13/2010 from indiana they said they sent out letters for e.b. qualifications. got my UI 22.5 weeks and my tiers 1-4 a total of 47.5 weeks=70.5.do you think under these dates i may qualifyfor the e.b.

Dear Editor….
You stated the following in your article: “”Those that have become unemployed after November ~23, 2010 simply do not qualify.”" 2010?? I want to believe that was possibly an error? If only for the fact that you would have said “those who WILL become unemployed after 11/23/10″…. and even though we will still probably be facing unemployment issues then, we really don’t have any way of knowing what programs might be in place at that time.
Other than that, it was one of the better written articles I’ve come across in a long time. It came close to clearing up some of my unanswered questions about qualifying for extensions. I happen to be one of the many unemployed residents of Michigan who are *over 50*. I’ve worked hard all my life but now find myself struggling to start over… a position I never, ever thought I’d find myself in.
I am one payment away from having to surrender my home. On those rare occasions when I attempt to glean some info from the Unemployment Office as to my status… in search of some peace of mind that continued assistance might be available (if needed)… I get vague answers, if any at all. I was unemployed in February ’09 and my benefit year ends in the fall of this year. I hope with all my heart – that I do qualify for some additional weeks.
Anyway, thank you for the article and be thankful for your job. You are a blessed soul.

As long as you fall between tiers before June fifth you should be fine, and probably so after June 5, the house and senate have both passed bills to extend the deadlines until December, polosi just needs to bring senate changed bill to a vote again in the house, it is guaranteed to pass the house, the senate passed the bill extending the deadline to year end on march 10th, Call Polosi and ask her why she won’t allow for a for vote on the bill being that it is guaranteed to pass.

Stephon – the reason the bill hasn’t been paced before the House floor is because it needs to be reconciled (the House passed the bill using TARP monies, the Senate sent it back thanks to Bunning and the GOP, attached to the Tax Extenders Bill which hasn’t any funding) hence, the bill is stalled due to lack of funding with no means of funding seen in the near future which leads to rumors that a new piece of legislation is being worked on so….
Although both bodies of the of Congress have passed a “bill” it hasn’t been reconciled/agreed to or, funded as written in the above article, the GOP refuses to use recaptured TARP monies, or $158 billion the House earmarked for the bill from monies that are readily available but, the GOP doesn’t want anyone touching money from one of “their” bills passed on “their” watch to help out America’s working class, in the eyes of the GOP “the useless second class citizens, are just not worthy of being afforded assistance that “we” paid for in the first place”

The only thing that is going to help us long term unemployed right away is for someone to organize… and start marching on the capital building ! Thousands of us long term unemployed are loosing everything each week and we cant wait 1 or 2 months for the senate to decide what they are going to do ! We need help right away and I mean NOW !!! If they keep pushing things back weeks and months, how many of us will never recover ? How many have been sent to the streets already ? I will be living in my car in the next few weeks without something being done. If the tea party can march, so can the long term unemployed that cant feed their kid or pay rent when they have always played by the rules,payed their taxes and always had a good job ! I am sick of this crap the senators are putting us through !
Why is our government letting so many americans loose the ability to survive ???
WE NEED HELP NOW !!!!!!!! Are families in a month more important then families that need help now ? Is this not an emergency for thousands and thousands of families now ? Why have our senators not had a bill put together yet for us ? What are they waiting on ? If we were an earthquake in another county…help would be on the way !

I’m an over 50 99er with no prospects of anyone in this rural area hiring. I have an old truck that gets 12 miles to the gallon and if I traveled to the coast to find any kind of work, 3/4 of the pay would go to gas. Guess I’ll be living there instead of driving pretty soon. I down sized from a house to a trailer and now can’t even afford to live there. Do they serve 3 square meals in jail? How do I apply for that care free kind of living?

You said people received EB if they were unemployed from May 1, 2008 to Nov 10, 2008, well I was let go in January 2008 and I received all Tiers, I am an exhaustee of everything. I do agree with your article and hope that congress will get off their lazy butts and do something to help US ALL…..I guess I need to move to another country since America tends to help them before they help us. I’m one step away from being in the streets, does our government not care what happens to us??? I agree with the person who suggest going to jail, at least there we will have roofs over our heads and 3 meals a day….Sad to say I am a AMERICAN….

This article has me more than confused, as I was under the impression that Bill HR4851 only extends benefits to the unemployed who have exhausted their standard 26 weeks of unemployment: It does nothing at all to help the long-term unemployed (the 99ers).
The Labor Department reported Thursday that first-time requests for jobless benefits rose by 24,000 last week to a seasonally adjusted 484,000. This is the highest level since late February. On Thursday when they finally passed the bill, many of the senators speeches made it sound as though unemployment was going down. I thought it was ironic that it was the same day these devastating numbers came out.
The major unemployment situation in our country should not be treated like the Hatfield & McCoys; the recently unemployed vs the long-term unemployed. Bill HR 4851 should have included jobless benefits for ALL the unemployed. Bill HR 4851 should of had an amendment that specifically states additional weeks will be added to Tier IV, or will create a Tier V.
Our Government should give all the jobless the peace of mind we deserve. They should pass an unemployment benefit extension package that provides long-term financial relief for ALL of America’s unemployed today!
If you are unemployed, please sign the petition requesting the creation of a Tier V. Individual emails go out to the Administration, and Congress etc. immediately when you sign.

The only confusions is confusion one brings upon themselves…
If you are looking for the “99ers’” articles this is not it.. the article covers even those that are ineligible due to the fact that they are not long-term unemployed but rather, just entering the jobless rank and file to which extension do not apply…
What are you confused about exactly? The are plenty more jobless out there that face the inevitable just as do those that have collected unemployment for the last 6 weeks short of two years…
Now addressing said same, the “99ers” that group began losing their jobs as I can recall during the BUSH administration HENCE, the BUSH administration TOOK ACTION TO HELP THE WEALTHY WITH TARP and it took the OBAMA ADMINISTRATION via STIMULUS TO HELP THE UNEMPLOYED THAT LOST THEIR JOBS THANKS TO BUSH and COMPANY
It is amazing how the republicans can place spin and blame on anyone but themselves or party… I grew up surrounded by a bunch exactly like this, never once took responsibilities for their own actions…

Actuality Bush provided more extended benefits for the unemployed then Obama has, Bush extended benefits every time the unemployment rate exceeded 6.5% through out his presidency. I thought he was a heartless [removed] for refusing to extend benefits because unemployment rates were below 6.5%(though he never vetoed an extension, just didn’t get them done when rates were below 6.5%), I would be tickled pink if that policy had carried over to the Obama administration.
Guess who said this “”I have shared these concerns with the leaders of the House and the Senate, and they understand the need for early action,” he said. ”When our legislators return to the Capitol, I ask them to make the extension of unemployment benefits a first order of business. And the benefits they approve should be retroactive, so that people who lose their benefits this month will be paid in full.””
It wasn’t Oboma it was bush that said that and did it. Bush screwed everything else up but was better then Oboma when it came to unemployment extension.

Partially correct, these orders regarding unemployment benefits actually only applied to those in the airline/entertainment industry due to 911 although, it was planned for all to receive extended benefits, House republicans blocked all efforts opting finally for approval for only those in the airline and entertainment industries considered “hard hit” due to 9-11… and I know you are going to reference on article an historical article however, you are taking a “snap-shot” of the entire discussion…. here’s the quote regarding the House rejection regarding this situation
”President Bush has said he is a compassionate conservative, but apparently that compassion does not extend to the unemployed,” said Representative Charles B. Rangel of New York, the senior Democrat on the Ways and Means Committee. ”He stood silent on the sidelines as Republicans in the House blocked an extension of unemployment benefits to millions of laid-off workers. We will introduce legislation to correct this inequity, and we hope he supports it this time.”
Now his father on the other hand, held the record for extended benefits up until this CURRENT economic situation… under Sr. I recall benefits were extended for 18 months… They way things are going most in this age group will be living in tents eating dog food during their retirement years…
What really sucks for those in the their 50′s technically speaking there has only been less than 8 years of positive economic growth in this country that being during the Clinton Administration…

Hello, wow you came on very argumentative in your reply. I believe you took me the wrong way. I was serious when I said I was confused, as all of these bills etc. are confusing. Obviously you do have more involvement working with them and reading them than I do. I really meant that I did not know it only included certain short-term unemployed. Face it, whether you like it or not, there are hundreds of people who are confused regarding these bills. As is evident if you read other posts on other sites.
I agree with you whole heartedly; I believe that ALL unemployed should be covered by undemployment regardless of when they lost their employment. As I state in most of my posts these are all good men and women who have lost their jobs through no fault of their own. Yes, you are also correct in stating that this unemployment problem started before the current Administration, I don’t disagree with you on that either.
When they sign these bills I believe it should include benefits for anybody that is unemployed!!! Long-term and short-term.

No I understood you correctly, but this is not a “99er’s” article this is an article regarding all those that stand to lose their benefits soon and if nothing is accomplished due to GOP obstructionism by June 5th all bets are off because Congress goes into recess for 3 months… so start saving those pennies and coke cans like the rest of us…

Thanks for this article. What has this country come too? Its sickening. Bailouts for the filthy rich with taxpayers money but leave the taxpayers in the cold? Its really sad. PEOPLE HAVE LOST THEIR HOMES. I hope they all go to [removed] for what they are doing. Is it our fault that we cannot find jobs? No, THEY sent them overseas. The longterm need an etension. Matter fact The entire program needs to be extended through 2010 for all. This is crazy. A 13/20 week extension and then you go broke for a couple months again getting backed up on bills. All the while looking feverishly for jobs that DO NOT exist. We need an extension until job creation. Tier V to survive UNTIL JOBS THRIVE!

You all need to read a book called Job Killers (by Dan Sinas) He lays out a new approach to solving the unemployment crisis that, to me, is the best idea that has been laid on the table yet. It will stimulate job creation and get the uneployed more money and better opportunities to escape jobless hell. Check it out on Amazon.com. Everyone needs to read this book, ESPECIALLY POLITICIANS!

there is also http://www.unemployed-friends.com where you can get email address and phone numbers for your representatives. they also have state by state moderators for questions. thank you world news vine for suporting the long term unemployed. http://www.change.org sign the 99ers and tier 5 to survive petitions !!!!

I can’t get through to my labor board. I have 1 week left on state pay. Ever since I lost my job, I have lost my wife, have to pay child support for my 2 kids. Im going to file for food stamps tomarrow. Thanks for a little hope Editor.

As I’ve been unemployed since January, 2008, and have run out of all extended unemployment benefits. I really do not care where the funding for this comes from—just get it done! Pass a Bill that extends the actual extended benefits so that I can eat and sleep in a bed!
Anyone fighting against extending federal unemployment benefits because of “debt” is missing the point: Money isn’t the cost; Americans going hungry, who face being homeless by the tens (if not hundreds) of thousands are the human cost of this Depression
To those of us who have lost everything financially, lost careers and job skills, endure month after month of worry and dread, harassed by never-ending phone calls from the bill collectors of bailed out banks and credit card companies… No, this isn’t a “recession.” For those like us, this is a life-altering, game changing Depression.
For me, the theme song of these last two years would be Flogging Molly’s “The Worst Day Since Yesterday.”

Another site is http://www.WhiteHouse.gov to leave messages for Barrack Obama on the top right contact us link. Callthe White House suggestion line at 202 456-1111. Send faxes on resumes on april 30 and may 3 I believe, but continue to send them the faxes so they know that we need to not only be heard but also helped. The operator will take your suggestions and pass it on to the advisors and the President. It’s cataloged also by them. Please request a tier V till we get this economy atleast creating sustained jobs or we attain a lower % on unemployment and not a tier V for 4 weeks. That doesn’t help correct the unemployment issue, just allows for more games and bikering( unproductive and efficient use of time while putting many Americans on the straights even more). Right now many of us Americans which happen to be Veterans as myself, also with special needs child really can use some help. Don’t have to be unemployed to call. Can ask freinds and family members; American citizens who are employeed to give a couple of minutes to fill out the petition on http://www.change.org for tier V also. Let’s let them know it’s not just individual party, it’s all parties…God Bless!

Those of you out there only blaming the republicans for this have to look to the left too. The only bills proposed were tier application extensions, not one tier 5 has been proposed by either party. In addition the democrats refuse to use stimulus funds to finance unemployment. Both sides are playing games at our expense. We need to hammer democrats also, otherwise they will play this game and ride our hardship to get run up their poll numbers while allowing us to get screwed in the process. Who has the majority in both houses of Congress? Why do they advance everything else but tier 5? Think about it.

No one has the majority in both houses of congress, secondly TARP actually has revenues being paid back to the Taxpayers for which the “workingman” paid for upfront, Stimulus monies must be left as is for future use for jobs creations projects so, all in all it’s simply obstructionism on the party of NO a bunch of robots that call themselves republikan politicians..
Besides you are incorrect about adding additional weeks, Rep McDermott (D-WA) already has and the Senate republicans stated they will do what they can to block it because it is time to stop paying the unemployed whereas, they should simply go out and get a job… it’s all over C-SPAN login and watch the debate videos… there are video’s that have background recordings of republicans calling the unemployed “useless, lazy people that do not deserve help” end of story… nice attempt at spin there doc…

Now please provide a link/source to what you say about McDermott (D-WA) so far the only people that have talked about additional weeks are Sherrod Brown and Coburn, I think you are making stuff up. Also please provide a link and source providing the names of the republicans calling the unemployed ““useless, lazy people that do not deserve help” that information needs to be public, if that info is made public those individuals need to and will loose their jobs. There is nothing about extending the handout, a tier 5, more weeks, anything past 99 weeks, being discussed by lawmakers. I predicted this all along, that the gravytrain is coming to a stop and that almost 2 years of collecting free money is a record that we don’t need to break. At many sites, I’m noticing that many are giving up on the nuisance calls and emails. I believe that if many would give the same effort in looking for work as they spend on these lawmaker calling tactics. they could actually get somewhere. You’re going to get a job before you get another handout. Thats the reality.
